DescriptionJob Summary:This position is accountable for delivering market leading Ambulatory Care & Clinical Services for Kaiser Permanente Northwest. Responsible for the operational, service, quality and fiscal management of Primary Care, Specialty Care, Urgent Care, Laboratory, Imaging, Vision Essentials, Virtual Care, Access, Message Management, Ambulatory Nursing & Clinical Optimization, Telehealth and Virtual Services, New Member Onboarding, and Ambulatory Staffing and scheduling services including systems, process, and people. Provides leadership, business acumen and management of Ambulatory Care and Clinical Services. Designs and implements operational structures in partnership with medical, union and health plan staff; provides related operational support to region; manages performance in accordance with regional culture and goals; and manages improvement of department/facility performance. This person will be required to fulfill these responsibilities in a way that is fully coordinated and integrated with care provided by the Northwest Permanente Medical Group (NWP), working in close collaboration with NWP Leaders.
Essential ResponsibilitiesStrategic Planning:
Leads strategy development for Ambulatory Care and Clinical Services. Collaborates with Health Plan Senior Leadership, NWP Senior Leadership and Labor Leaders to align the Ambulatory Care and Clinical Services business strategy with the Regional and National priorities.
Executes on short and long-range strategic actions that support the organizations mission, strategic plan, annual objectives; maintains current knowledge of business and professional practices, external market trends, industry standards and critical success factors, operational processes, human resource management, and various technologies to ensure that Ambulatory Care and Clinical Services are high performing. Establish a member-centric culture that promotes high level, cross-functional team interactions; innovation; calculated risk taking and accountability for customer centered care.
Finances
Ensures that Ambulatory Care and Clinical Services operates on a self-sustaining basis by effectively leading and managing overall operations.
Fully achieves annually established margins and operating income.
Organizes and manages to enhance operational efficiency; develops multi-year business plans; achieves annual program revenue and expense targets; ensures the ongoing design of cost restructuring efforts to improve the programs value to members and payers, as well as develops and implements effective policies and practices to ensure compliance with administrative and legal requirements of the Health Plan.
Based on differentiators that demonstrate KFHP/H market leadership, identify key metrics that increase KFHP/ H membership related to Ambulatory Care and Clinical Services, and deliver Ambulatory Care and Clinical Services at lowest cost in market.
Service
Provide direction, coordination and planning for regional Ambulatory Care and Clinical Services initiatives to assure Kaiser Permanente leads the industry in quality, service, and patient safety. Develop and monitor regional service standards through audits, on-going performance measurement, special studies and surveys to increase member retention and increase membership.
Responsible for setting, monitoring and achieving access goals and objectives.
Lead the development and/or review of investment directed to care and service quality improvements.
In collaboration with NWP and Senior Health Plan Leadership, establishes annual Quality targets.
In cooperation with NWP leadership, supports the development of programs that achieve high quality patient care outcomes across the continuum and position Kaiser Permanente as a quality leader.
Oversees the development and maintenance of key operational relationships between NWP, Labor and KFHP/ H for the achievement of quality outcomes and ongoing regulatory compliance, accreditation and licensing.
Supports NWP leadership to ensure that members and other patients receive appropriate medical care and services in regional facilities by physicians and non-physician staff, or from outside providers at a level that maintains effective quality assurance systems and processes.
Responsible for anticipating and identifying emerging QA/accreditation issues are identified and that systems and processes are in place to address such issues. Resolves issues in an effective and timely manner.
Represents the region on key program-wide strategies, initiatives, and processes.

Ensure effective execution of business strategies.
Ensure that Ambulatory Care and Clinical Service Delivery is an integral part of the KPNW community benefit strategy.
Build partnership between Health Plan and the Northwest Permanente Medical Group, and the Permanente Dental Associates leadership in the interest of enhancing the advantages and value of the KPNW Business Model.
Represent the Program and promotes KPs reputation and image through participation in appropriate community, governmental and professional activities and organizations. Collaborates with the HP Senior Leadership to anticipate, identify, and effectively manage environmental forces/threats.
Ensure the overall health and safety of the programs providers, support personnel and patients by actively promoting the use of proper infection control and safety measures, and the full application of universal precautions in the provision of medical care.
Foster the development of key Labor- Management partnership goals with specific emphasis on Unit Based Team performance.
Nurture an environment that supports KP-s strategic effort to be known as a -Best Place to Work- as measured by KP-s annual People Pulse survey.
Lead and navigate within a highly matrixed organization. including the management of leased NW Permanente employees, as delegated.
ExperienceBasic Qualifications:
Minimum ten (10) years relevant experience in business, health care administration, medicine, or other related field.
Minimum five (5) years of senior management experience.
Education
Master-s degree in business, health care administration or related field.

Proven track record of successful leadership in health care operations, staff development / skill building, physician group model practice, and/or management consulting, including budget development.

Preferred Qualifications
Minimum ten (10) years at the executive level in Health Care Operations within a large-scale health care delivery system.
Masters degree in nursing
Certification in Lean and/or Six Sigma improvement methodologies
